On July 18 and 19, 2002, the Center for Politics held the fifth annual Governors Conference at the
Boar's Head Inn in Charlottesville. Following successful conferences on former governors
Charles S. Robb, Mills E. Godwin, Jr.,
A. Linwood Holton, Jr., and John N.
Dalton, the Center turned its attention to the administration of Governor Gerald L.
Baliles (1986-1990).
Profile:
Governor Baliles sought to make Virginia more competitive in the international marketplace. He was a Richmond attorney
who also served in the House of Delegates and as Attorney General. During his tenure, the state increased revenue
collections dedicated to transportation. He also expanded the state prison system and appointed the first woman to the
